Apparently, the rattling of a few cardboard posters a few hundred yards from a Scientology compound on public property is sufficient cause to allow “noise ordinances” *cough* bullshit *cough* to trump Freedom of Speech and Freedom of Assembly. Cars passing by were pulled over, inspected and ticketed for honking horns or flashing lights in support.
